hitting a wall

I have had many of these ten second miracles over the thirty eight years of my life and find my employers willing to see or try the changes to improve business, currently i work for a local county government and they waste tons of money and time and refuse to accept any change in the way things are done. Should i stop trying and instead use my efforts and ideas on my own business?
